How should the industry and the information industry actively adapt to the new normal of economic development? Use intelligent manufacturing as a breakthrough in the deep integration of the two industrializations
Editor: In the face of unprecedented opportunities and challenges, how should my country's industrial sector actively adapt to the new normal of economic development?
Miao Wei: To actively adapt to the new normal, we must first put the adjustment of industrial structure in a more important position, change the extensive development method that relied heavily on energy and resource consumption and destroy the environment in the past, and shift more to an innovation-driven development model . Second, we must respond to the new trend of a new round of technological revolution and industrial transformation, and take the initiative to occupy the commanding heights.
The new round of technological revolution and industrial transformation has become a hot spot since 2010, and everyone has different opinions. The most common point is the trigger point that has spawned or led a new round of technological revolution and industrial transformation, and is the opportunity brought about by the development and application of mobile, broadband, wireless, and ubiquitous networks. The so-called difference is nothing more than the combination with which, that is, the "Internet +" proposed in the government work report. There may be different opinions on what to add, such as the Internet plus new energy, and the Internet plus advanced manufacturing technologies, such as 3D printing. We believe that the in-depth integration of informatization and industrialization will bring many opportunities and more room for development to a new round of development in our country.
Editor: The Ministry of Industry and Information Technology proposed that intelligent manufacturing is the breakthrough point for the in-depth integration of the two industrializations. Why did you choose intelligent manufacturing as the starting point?
Miao Wei: Due to the continuous improvement of network infrastructure, the intelligentization of industrial products will be the future trend. Whether it is an industrial robot or a production line, if it can be intelligent in the future, labor productivity will be greatly improved.
Cao Shumin: The development of broadband, especially the mobile Internet, has brought huge changes to almost all industries, especially the integration of Internet technology and industry. For the first time in this government work report, there is a reference to the development of the industrial Internet.
Currently, the integration of the two technologies has brought about product personalization, manufacturing servicing, and process virtualization... Many domestic companies are already doing the above practices. A more advanced integration is the Industrial Internet, which will greatly reduce industrial energy consumption and improve product quality.
regard information consumption as a new engine of economic growth
Editor: Last year, the scale of my country's information consumption reached 2.8 trillion yuan, a year-on-year increase of 25%. Can you analyze the characteristics of current information consumption in my country?
Cao Shumin: Information consumption grew by 25% last year, and it has become a new growth engine for the national economy. Information consumption includes three major components: First, information service consumption. Last year, information service consumption represented by Internet access, content services and applications increased by as much as 43%. The second is the consumption of information products. Last year, my country’s smartphone shipments were 389 million units, accounting for 86% of mobile phone shipments. The penetration rate of smart phones in my country has reached 50%, which is much higher than the global average. The third is other areas driven by information consumption, such as e-commerce. Last year, online retail sales in my country's e-commerce transaction volume increased by nearly 50%.
Edit: What specific measures does the Ministry of Industry and Information Technology have to promote information consumption in the next step?
Miao Wei: The first is the construction of network infrastructure. We have implemented the "Broadband China" construction plan for four consecutive years, and the LTEFDD license has also been issued recently. This year, the speed of network construction will accelerate. Second, in economically underdeveloped areas, operators are facing tremendous pressure on efficiency. We are studying the compensation mechanism for universal service in these areas. Third, protect the security of personal information. We require companies to take the main responsibility and protect users' information. At the same time, it is necessary to strengthen the rule of law and promote the healthy and sustainable development of the industry.
Rely on reform and innovation to stimulate corporate vitality
Editor: Recently, more and more people have invested in the entrepreneurial wave represented by the Internet. Does the Ministry of Industry and Information Technology have any specific measures to accelerate the implementation of the innovation-driven development strategy?
Miao Wei: In the past, the promotion of innovation often focused on large companies, universities, and colleges. This is not enough. How to protect the endogenous vitality and motivation of small and micro enterprises and start-ups, and to make good use of their enthusiasm is worthy of serious study.
At present, the mass entrepreneurship and innovation proposed by the Prime Minister are showing a good momentum of development. Last year's government reforms, especially after the reform of the industrial and commercial registration system, promoted a large number of enterprise registration "births." How to enable these companies to grow up and develop well after birth is a question that should be studied. It is necessary to formulate a series of encouraging policies, especially preferential policies for small and micro enterprises, to create a better development environment for them. I believe that in the new round of China's economic development, small and micro enterprises are the biggest new force and viable force. Put their power to good use, the potential of China's economy is unlimited.
Editor: The Ministry of Industry and Information Technology has another important function to promote military-civilian integration. What specific measures are there in this regard?
Miao Wei: The in-depth development of military-civilian integration is an important task that we need to study carefully and must do well in the new era. The development of national defense science, technology and industry represents the strength of the entire country and is the most important area to ensure national security. The system of defense science and technology industry must deeply implant its roots in the industrial system and economic system of the entire country, so that it can be deeply rooted. Some necessary reforms must be made in the system to stimulate the vitality of enterprises, break through the institutional barriers to entry in the past, and open up new spaces and new paths for the development of military-civilian integration.
